Looking at the shadow of his face it looks like a bell on a loop. If it is a bell maybe its a clue because he looks like Dustin Diamond to me but he hasn’t made any notable movies.

It’s a rather easy one. Kin-Dza Dza from 1986. Highly recommended. It’s just so much fun. One of the best sci-fi comedies ever.
